When wild animals such as wolves and bears are protected, there are sometimes collateral damages to domestic livestock and it is not fair to charge farmers for these costs. In addition, this type of initiative will help to involve the rural population to protect them.

There are now around 17,000 brown bears in Europe, spread over 22 countries. While they remain threatened they have done well in places such as Cantabria in northern Spain where their numbers have almost doubled in ten years.
